Holiday Package Ordering Now Open: Key Dates and Updated Commissary Limits

Access Securepak Ordering Update

A temporary issue with the Access Securepak system where some families could not find their loved ones to place orders for quarterly packages has been resolved. If your loved one is housed in Antelope, Elm or Hickory, you may now find them in the system and place eligible orders. Thank you for your patience while we resolved this with our vendor.

You may place holiday package orders through November 17, 2026.

Fourth quarter/Holiday package orders will only be non-perishable food items.

All packages will be delivered to housing units by December 18, 2026.

Holiday Package Catalog
Please review the Holiday Package Catalog for available items and product information before placing your order. Be sure to review the catalog along with your loved one’s current tier and privilege level to confirm which items and spending limits apply.

If you still have trouble finding your loved one or placing an order, please contact Constituent Services for help.

Package Rules and Spending Limits
The Utah Department of Corrections has updated the spending limits for commissary packages, which are detailed below for quarterly package orders. Packages are allowed for ordering quarterly (four times yearly). Oftentimes this quarter is referred to as a “holiday package” due to the delivery date. All packages have strict quantity limits.

Tier 1
Tier 1 incarcerated individuals may only receive packages during the fourth-quarter holiday season. The spending limit for these packages ranges from $15 to a maximum of $45. Your loved one’s exact spending limit depends on their specific privilege level, which commissary staff will verify when the order is delivered.

Tier 2
Most Tier 2 incarcerated individuals may receive commissary packages each quarter, with spending limits ranging from $45 to a maximum of $75 based on privilege level. However, those with a “G” privilege level are restricted to receiving only fourth-quarter holiday packages. Commissary staff will verify your loved one’s specific privilege level upon order delivery.

Tier 3
Most Tier 3 incarcerated individuals may receive commissary packages each quarter, with spending limits ranging from $45 to a maximum of $150. However, those with a “G” privilege level are limited to receiving only fourth-quarter holiday packages. Commissary staff will verify your loved one’s specific privilege level upon order delivery.

If your loved ones’ privilege level drops between the time your order is placed and when it is delivered, the package will be dispositioned and your order will not be reimbursed.

If your loved one is on a restricted status at the time of delivery they will not receive their package.

Please double-check your loved one’s current tier and privilege level before ordering to make sure your package goes through as scheduled.

These rules are subject to change depending on the housing unit and item availability.
